The Law Commission revealed that care system required to be simplified because it is presently covered by 38 Acts of Parliament.
Out of 3.2 million people, just 2.2 million people who are working full time as caregivers are considered “substantial” for financial help, child care and home help. But, the law by the Government’s legal advisers has suggested that part-time carer should not be denied.
The number of care charities and elder people are confused with the present law.
The Government is providing 400,000 people with home care which will cost around £670 million, out of which £250 million would be offered by councils. But local authorities have warned that it will cost more than this amount.
“The problem we have at the moment is that people are often refused assessments because the local authority tells them that they don’t qualify for help if they can afford to fund their own care, which is wrong, or that their needs aren’t great enough, which is dangerous because you don’t know what someone’s needs are until you have assessed them”, said Steven Lowe of Age Concern.
