Three weeks after a joint venture by Prime Minister Stephen Harper and Bill Gates regarding pacing up the development for an accessible, inexpensive and effective HIV Aids treating drug, the Head of an association representing Canada's HIV researchers is not happy with the Federal Government's announcement of fragmenting the plans for the facility that was initially aimed at manufacturing potential vaccines.
Dr. Bill Cameron, President of the Canadian Association of HIV Research said, "You can't test a vaccine without a production facility. I'm disappointed".
Public Health Agency of Canada highlighted a July 2009 analysis by Gates Foundation which concluded that for testing of vaccine, the required manufacturers are already available. The agency finally confirmed on Friday that Gates Foundation and the agency plan not to continue with the plans of erecting a facility wroth $88-million HIV vaccine pilot manufacturing.
Josee Bellemare, Spokeswoman for Health Minister Leona Aglukkaq said, "We are working with the Gates Foundation on where to best invest this money to achieve a safe, effective and affordable HIV vaccine".
Terming the Government's explanation as a "massive cover up", the Former Chief executive Officer of Winnipeg Bidder International Centre for Infectious Diseases Terry Duguid said, "The whole point of this facility was to have a not-for-profit facility for repeatedly and cheaply testing for vaccines. It's not designed to make money. It's designed to break even".
