Buying a key via Xbox or PlatStation Network and then unlocking it into retail Disc can get you additional content for BioShock 2, as 2K Games accepted that the content is not downloaded.
The reason for restricting the content access to the disc has been explained by Community Manager in a post to the official forum.
Community Manager explained that this has been done in order to keep track with the steadiness and unity among the player without making their ability to purchase a DLC a hurdle. It was also stated that the engines and the structure of the game is so tailored that it becomes essential for all the players to have exactly the same content.

He said, " One of the challenges with post launch content for MP is that it can split the player base, and we want to avoid that whenever possible."
It has been reported by Eurogamer that for PC version, the downloading can be done for 24K while 108K downloading can be done for the Xbox 360 version.
