It has been reported that Steny Hoyer, the House Majority Leader, has come to the state that it seems that the Democrats had the necessary votes for passing the legislation on the historic health care. But it was also supposed that they were also poised to go through an esoteric parliamentary process to actually make it happen.
There were a lot of questions about the House rules and whether it was permissible, and Rep. Eric Cantor, his Republican counterpart, put an end to all those doubts that there were no problems whatsoever as the process was, under the House rules, permissible. However, he also expressed his confusion and uncertainty about their parliamentary detour for a bill that was as huge and historical as this one as he thought it to be unnecessary.
Hoyer replied with certainty that they would have the votes when the time came but he had no certain number about the votes when he was asked if they had the necessary 216 votes to pass the bill. His counterpart was however not so sure as he expressed that they did not exactly have the votes yet and he also commented that the people of America would feel the need for a better way.
