Reform benefits have been in consideration, however, the emphasis of what reforms would have what effect on the different stratum of the population, as a whole , is something that needs due attention.
In order to have a consistent or an increasing level of progressivity, schemes like increase in retirement age or a minimum benefit level would be ideal or else the best suited.
A proposal of raising the age of retirement is an example that would bring out how the benefits could grow in a continuous manner over a period of time. The catch is that though the rate of growth would be at a slower pace than desired, but it would be a sure shot increase in benefits over the long run.
On the technical front, it is noteworthy that setting the retirement age in accordance with the life expectancy would not have a lopsided effect on the lower-income groups. The prime reason cited for the same is that the retirement age adjustment does not have an impact on the disability insurance. Further, it is known that the disabled normally hail from the lower-income groups.
Thus, the main cause of concern is not how one reform scheme impacts the different divisions of the population, but the effects should be taken into account as a whole to have a consolidated picture.
