Foreign-Trained Physicians Face Discrimination in Quebec

There is discrimination against foreign-trained physicians in Quebec, which is itself running short of family doctors.

The biasness towards foreign-trained physicians puts them into difficulty of becoming medical residents. It has also been brought out by the Quebec Human Rights Commission this week that foreign medical graduates in Quebec face discrimination based on their ethnicity.

The three-year investigation discovered that though every medical graduate from a Quebec medical facility was allotted residential credentials in 2007, two-third of the foreign-trained doctors was rejected for the same.

As per the commission, the faculties at Quebec's medical schools refuse to declare foreign-trained doctors as medical residents, as they have concerns regarding their qualifications and due to this, 85 residency positions are still not occupied.

There is a need of reforming admission procedures, so that wastage of human resources can be checked. Also, there requires collaborative efforts of Quebec's Minister of Health, the College of Physicians and the medical schools for the appropriate screening of applicants for residency positions and support to the international medical graduates. In case, they have passed the equivalency exams, they need not to be evaluated again for social maturity and communication ability.

The universities should be well-acquainted with the professional backgrounds of the foreign-trained medical graduates and their expertise should be adopted for the betterment of the province.
