Assembly man Tom Ammiano, D-San Francisco introduced a bill last month to regulate marijuana. The Marijuana Control, Regulation, and Education Act contains regulations regarding use of marijuana for recreational purposes.
The National Organization for the Reform of Marijuana Laws (NORML) estimates that more than $1 billion tax revenues could be generated through the bill in tax revenues. Producers or distributors will have to pay a $50 per ounce excise tax, or about $1 per joint under the new structure created by bill.
Quintin Mecke, Ammiano's spokesman said the bill is the first of its kind, but the concept behind it is not a new one, especially with the gaining momentum of states legalizing medical marijuana.
Mecke added that the attitude in general across the country and many states has shifted in regards to medical marijuana. According to the NORML, 13 states have legalized medical marijuana since 1996.
Humboldt County District Attorney Paul Gallegos said the bill would have a huge impact for the county in terms of crimes associated with the black market sales of marijuana.
He added: “It would probably reduce the value of marijuana pretty significantly, so we'd probably see a reduction if not a complete end to the ancillary crime associated with marijuana.”

Although it will be a good source of income for the government, others don't seem to support it. Much more criticism seems to have poured in especially after the Phelps controversy.
