STV to announce its first full-series commission from BBC
Communications minister Lord Carter

STV is on its toes to announce its first full-series commission from the BBC.

Expectations are there that the station would work on a day time programme that would be broadcasted on BBC2.

Via this move, STV's programme-making division is believed to entertain independent status, which would grant it permission to produce more programmes for the company.

The move that would mark a change in direction for STV, is following the foot prints of proposal in the Digital Britain report published last week by the communications minister Lord Carter.

But BBC worries for the reason that the part of the license fee revenue that Lord Carter is offering to hand over to its rivals had been set aside to pay for the digital switchover.

On the other hand, Andy Duncan, Channel 4 chief executive has called on BBC Worldwide to move quickly to conclude a series of joint ventures with the broadcaster as he battles to secure C4's future.

But according to a source close to development, Lord Carter refused to hand over C4 a share of the BBC's £3.6bn-a-year licence fee. Earlier, Duncan had asked for a share of that money to help fill a projected £150m funding shortfall and to continue to meet the cost of its public service commitments.

ITV, which provides local news, claims the corporation is paying only lip service to the idea and do not want to share its licence fee, without which it can no longer afford to meet the cost of producing local news.

Speaking on the topic, Duncan said that competitors who have been hit hard by the recent recession would emerge again to participate in campaign against the BBC's market dominance.

Though, Duncan claimed that Worldwide is also eager to start joint ventures that would produce more money for both broadcasters, yet he did not say mention specific time for the same.
