ATA discloses master plan for new Auckland supercity

The Auckland Transition Agency (ATA) has disclosed its master plan for creating the new super Auckland City, which also includes details about the organizational structure of the new super city council.

In addition, the discussion document, which mentions November 2010 as the timeframe for the changes, also mentions the protocols and processes during the recession, as well as the scope of change to the workforce, largely due to the centralization of most functions.

Comprising a governing body, including the mayor and councilors, the new supercity council will assume the dual role of a regional council and a local council, along with a local board; whereby the two tiers will jointly take the decisions. With the mayor having a dedicated budget and resources, the management will be a carefully chosen one.

The proposed supercity structure will be classified into three main groups, namely - operations, strategy and planning, and finance besides a few specific functions like human resources and communications, reporting to the chief executive.

Saying that the discussion document sends a mixed message, Manukau Mayor Len Brown remarked: "In terms of what I have seen so far from the documents, it appears to be a traditional design of policy and provider split and in terms of content it is a mixture of the good, the bad and the missing."
